bubbling under plaster on walls

bubbling under plaster on walls
We recently began plastering our walls and noticed large bubbles coming up. Scraping took off the plaster along with what must have been old wallpaper, which is what my dad thinks. What I'm wondering is, would putting some kind of primer on before plastering have prevented the bubbling or would we have had to remove all of the wallpaper first? Does anyone know what might happen eventually since we didn't primer first and just repaired bubbles as they came up?

Probably best most reliable to remove the wallpaper. The plaster is likely reacting with the wall paper glue.
Zinsser 123 will seal in almost anything.
