Unusual drywall repair qeustion

I wa pulling some wallpaper of of a wall and it pulled the outer sheet of the drywall off, revealing the cardboard of the drywall. It appears that when the drywall was put up they did not prime.

Is there a way to recover the drywall to avoid having to replace the section of drywall?

Use a primer sealer such as Zinsser 123 to reestablish the surface. Then proceed.

I'd mud any bad spots and then apply some good primer and repaint.

Drywall repair

chfite and awesomedell have given great advice. A combination of both of their advisements will provide you with a paintable surface. Remember to always prime and seal before proceeding with painting. If you plan on repapering, make the necessary repairs to the wall and use wallpaper sizing before repapering.
