repainting concrete wall

Hello,
Before I move into my home I have a number of repairs to do. As inexpensive as possible. To start off 3 rooms have patchwork done on the concrete walls. What steps do I take to repair and paint the walls. Mind you it is only on the bottom half. Do I scrape and fill in with caulk. I"m sure this is simple for evryone out there but on home repair I have no idea and can't afford right now anyone.

Here's one idea, I've seen this done on the foundation of an old house. They used a sacked mortar mix product, which just has the portland & sand mixed together, no aggregate, mix it w/water in a wheel barrow to a rather "stiff" (like a thick cake or brownie mix) apply it with a wide flat trowel and smooth it out with a wide drywall blade. Will dry pretty quick with inside conditions, I'd give it at least 72 hrs before I painted.
