Wainscoating Question

I'm having wainscoating installed in a game room in the basement. At the foot of the steps there's a landing, then you step down into the room. The wainscoating is at the same level around the entire room, and the builder recommends that at the wall where the landing is the wainscoating be higher to accomodate for the step.
So, when you look at one long wall across, the wainscoating and chair rail are all one length, then at the place where the step landing goes up, the wainscoating goes up. Is this the way to do it? Hope this makes sense....

Sounds like a matter of personal taste to me. Your hs, go with your heart. If I were doing it w/o other instructions from the owner, I'd do it the way your builder is suggesting. Hope that helps.
