You can apply a thin coat of drywall joint compound over the damaged area, sand it smooth with 100 - 150 grit sand paper, then prime the area. Now you can paint, if you so desire.

If just the surface of the paper is damaged and the sheetrock's white interior is not showing, you could prime over the damaged area. Once it is dry, it may be a little fuzzy. You can sand that off with some 150 grit sandpaper, prime again, then be ready to paint.

Hope this helps.
