What are some methods for removing any swirled or textured effects from a ceiling?

Hello & welcome aboard.
Texture can generally be scraped off of a ceiling. Moisting it down with a spray mist bottle of water will soften it up also. I use my aluuminum knockdown paddle with reverse labor to scrape ceilings. A wide drywall knife (say 12") would work. You may also have to do some sanding, they sell sanding poles at the big box or hardware store that will make this easier, as you can sand from the floor.
If you're planning on going back to a smooth finish, you'll have to apply a fresh skim coat before primer & paint. If you're going to a fresh texture layer you can probably skip the skim coat.
