smoothing a textured wall

Question

I love the look of smooth walls, and in a rather large room in my home, the walls have a rough, not well-done troweled effect. The "trowelling" is not that deep or textured, just enough to look like a bad, half-hearted attempt at stucco. What should I do to make the walls smooth? Do I have to put up new sheet rock or can I mud or sand the walls, and how do I do this. Thanks!

I would guess that you should just be able to skim coat the walls with mud, and sand smooth.
