smoothing out stucco and spackle

I've just moved into a new house with some rather ugly ceilings and walls. The ceilings are stucco and the walls are blueboard with a rough spackle. I would like to smooth the walls and ceilings out for painting. Can this be done without having to put up new drywall? How?

You can consider one of two approaches. If this is build with joint compound. You could wet the surface with a sprayer of water and scrape most of it off, then sand, etc. Or you could build on top of it with lightweight joint compound, then sand, etc.
