After scraping popcorn ceiling

Thank you for all of the information on how to remove a popcorn ceiling. I still have a couple of questions I hope someone can help me with.

1. How do I fix lifted tape after over zealous scraping?
2. Do I have to skim coat the entire ceiling or just the uneven spots?
3. Should I prime before the skim coat or after?
4. What do I use to Skim coat and How?

I would like a smooth ceiling and will be painting after priming.

Any loose tape should be cut out and re taped, except if its only a small corner or something. In that case just cut off the loose part. If your ceiling is drywall then you don't have to skim the entire ceiling. Put a top coat on all the seams, corners and nails. Make sure you sand all of the rest of the ceiling to get any popcorn residue off. You can wait to prime and paint after all the repairs are done. Get a pan, 6" knife, 12" knife and a bucket of usg plus 3 joint compound. Can't tell you how to do the repair cause I don't know how bad it is.
