Skim coat over wallpaper paste

Skim coat over wallpaper paste

Removed 20+ year old wallpaper from drywall and of course some of the sheetrock paper finish came with. Unfortunately, the paste did not and its the old stuff that was meant to never come down. Do I have to remove all (most, I'm already bored with the process)of the paste or can I just skim coat over the paste? Maybe there's a primer I can use? Am painting instead of wallpapering, so need a relatively smooth surface.

If the paper came off how come the paste didn't? Anyway if its on there good then sand it down and skim over it.

Think it was put up in the days before pre-pasted, but it is definitely there to stay. Almost looks like it was applied to the wall and then the paper was hung.
