To crown or not to crown (Moldings)

Is there a rule about applying crown molding to small rooms with standard 9 foot ceilings (I'm guessing here about the standard height)? Any tried and true rules. Thanks for any help.

Doesn't seem to me that there's any norms for finishing out rooms these days, all depends on the builder, the price range of the property, and the desires of the buyer.

I would say that your best bet is just to use your own best judgement & eye to decide what will look the best in a particular room. Keep in mind that everybody has different takes on style and what may look fabulous to you may look hideous to the next guy.
