Question Cracked Interior Concrete Walls

We have just bought a 14 year old house in Holland, (3 floors) and have begun the process of removing several layers of wallpaper and paint from the living room walls. In some places there are fine cracks in the concrete wallls(not many though), others are more noticeable cracks which though do not gape, have small pieces missing in a couple of spots. Someone has previously plastered roughly over some of the cracks, and the crack is coming through the plaster in places. My questions are, first are the cracks something we need worry about overly much (my feeling is it is standard to expect), and what is the best method of repair and covering before we plaster and paint the walls?

There is a fine mesh, rolled, fiberglass product which is adhered to the masonry prior to plastering which should address the problem of telegraphing.
