It just looks like they used a hopper to me. You can rent one from most stores, thin the mud down, spray the whole area. But if it's a tiny patch, maybe just a few inches, then you can stake a stiff brush, dip it in some thinned down mud, and use your finger to flip the stiff bristles of the brush- it will flip texture at the wall in small gobs. For very small patches, this method works okay, but for a patch of any size, rent a hopper and compressor.
