Smoothing Plaster Walls

We are prepping plaster walls for repainting in a house we just bought. The walls are rough because of half-hearted patching jobs and paint drips from the last owner. Is the best approach to attack these with a finishing sander, or will hand tools work better? Also, should we be smoothing with new plaster?

hi
just scrappe off some and fill the holes and then sand
or you could used 1/4 drywall over the old plaster and mud and tape
