paiting over horse hair plaster

my kitchen is done in horse hair plaster. I just want to try to smooth it out and paint over it. But I am not sure how to do this

It sounds like you are describing a plaster wall that has no finish coat. This is not how a plasterer would do it but the most amateur friendly way of doing it would be to use a setting type of drywall joint compound like EasySand by USG. Get some of the 45 or 90 minute set stuff and mix it accourding to the directions on the bag and spread it on as evenly as you can. It might take two or even three coats. As soon as a coat has gotten hard you can put on another coat. When it is as good as hou think you can get it then let it dry a day or two and sand it, prime it and paint it.
