How do you build a 4FT cellar knee wall?

I am putting up a 28' X 50' modular home on a foundation. The backside of the foundation will be a 4' wall (approximately 43' long). I need to build a 4' kneewall on top of the 4' cement wall. I would like see a basic building/framing plan for this design(from the cement, to having it modular ready). The foundation will be ready for me to build the knee wall next week. I am curious as to what wood I need to purchase and how much. Any information, photos, or advice would be appreciated. I am also attaching a doghouse entrace onto that wall. Any plans for a 5' X 5' doghouse, please share. Thank you.
