My walls have soft bumps that run horizontal
I just bought a new house and in the master bedroom one of the walls seems to have little bubbles/bumps coming out from the wall. They run horizontal along the wall and are all the same height. If I push hard I can push the bumps in a little bit. I don't want to try to push too hard cause I'm afraid i'll make a hole.
What is going on here? I'd prefer not to rip open the wall if I can but it is starting to bother me since we're going to repaint the room soon.

Are they about 4' off the floor? It sounds like the drywall tape is coming loose at the seams. You might be able to cut out the bubbles and patch but it is also possible that the tape needs removal and redone. Is it a new house? If it is less than a year old it should be covered by the builders warranty.

I'm not at home right now but 4 ft does seem to be how high it is.
The house was built in '96, so the builder probably won't cover it but the previous owners did purchase some $400 Home Buyers Insurance for us when we bought this house.
Is this a necessary fix or is it safe to leave it this way since it is not extremely noticeable yet?

Basically it is only cosmetic. Drywall typically comes in 4' wide sheets [length 8' or12'] When drywall is finished a coat of joint compound is applied to all the seams with paper tape embedded in the first coat. This first coat of mud [gluing the tape down] is what has failed. It is no big deal. There are no structural issues. You can either repair the affected areas or leave it alone. If you decide to fix it, it is realitively easy to do. I doubt the home buyers ins would cover it but you might check and see.

As long as there are no structural issues it should be ok since it's not very obvious. I just didn't want to lose sleep over this since I thought it might be water damage or some other type of structural problem.

If you ever decide to repaint the interior - especially if you are hiring it out - take the time to do a thorough eval of the walls to be painted looking for more signs of failed tape. Especially corners. That one spot could have been the last seam of a long day or it could be indicative of sloppy workmanship throughout and you'll want to make sure it gets fixed as part of the repainting.
