High Rise apartment ceiling woes

I live in an high rise building and I am not sure what the actual sound-proofing material is but it is covered with a popcorn ceiling. I am trying to inset hooks for some lighting (the kind Ikea sells with metal hooks to hold the cord-so it is an exposed cord) and I cannot seem to get the screws or a drill into the ceiling. Does anyone have any tips?

There is a good chance you have a concrete floor/ceiling. If it is concrete, use a masonry bit. You may have to use a lead or plastic inset in the hole you drill and screw the hanger into the insert.
