skim coating entire ceiling?

I have a textured ceiling. It isn't popcorn texture, but rather is a whole lot of small bumps, maybe 1/32" thick. I've tried scraping it as detailed for removing popcorn ceilings, but it isn't coming off. I've tried sandpaper and sanding screens, but it just tears the screens and takes the sand off the sandpaper.
I'm thinking maybe I can just skim coat the entire ceiling. Would this be alright? Will I have problems with cracks appearing? Should I use regular joint compound, or is there something better?

There shouldn't be a problem with skim coating the ceiling. Thin the j/c slightly and mix well - this will help it to apply easier. You only want a thin coat of mud applied. Cracks shouldn't be a problem unless there are other issues.
