4 layers of wallpaper over unpainted board

There are 4 layers of wall paper (youngest being about 35 years old) over some kind of board - not drywall - that was never painted. I just bought this 55 year old home and was hoping to find drywall to paint. The outer layer comes off easily the others are not. I really want to paint and not panel. Any ideas on this? cover with 1/4 inch drywall or tear it out and replace with 1/2 inch drywall?

Welcome to the diy forums!

Laminating ove it with 1/4" drywall would be the easiest fix. It would require removal of woodwork [and modifing to fit before reinstall] and possibly elec box extensions.

Tearing out and redoing with 1/2" rock while a lot more work does have benifits - you can update insulation and electrical.
