My husband painted over 1/2 removed wallpaper border and texturized painted walls (unknown type paint) with latex paint semi-gloss 3 yrs ago. Now we have thick peeling/cracking in some areas (where the textured paint was?) and uneven ridges where the wallpaper shows through. I want to paint the walls a different color now but I want to do the prep work right so I'm not re-doing it again in a few years. Where do I start?

Remove all of the loose paint. Prime with a sealing primer or, if any of the drywall paper comes off, specifically use Zinsser Gardz. Skim coat with joint compound. Texture if desired, then prime and paint with products from a paint store, not a paint department.
