Applying skim coating to Concrete walls
I live in a bomb shelter - ALL the walls are concrete interior and exterior.
I was think about putting a skim coa in the half bath. Is there something I need to put on the concrete walls so it will stick or will a primer (Zinser type) work okay?

give the walls a mild acid rinse like you would before painting a garage floor before skim coating and use the primer
