Drywall tape loosening at ceiling/wall

In our kitchen ell was remodeled about 15 years ago, there are now areas of the ceiling to wall "joint" whereby the drywall tape has loosened on the ceiling. In some sections it is completely bubbled up and is loose, others not quite at that stage. I'm assuming that we will have to scrape it completely clean and start over. Any suggestions as how to best do this will be appreciated. We are capable diyers. (We did not do the renovation ourselves.)

I'd cut out what's loose and just tape and finish that portion.
