Removing construction adhesive from wall

I have removed a bulletin board in order to paint my kitchen. It was glued on with construction adhesive.

It is on painted drywall or plaster (I'm not sure which).

What would be the easiest/best way to remove the old adhesive?

A sharp chisel. If it is plaster little damage will result. If drywall you may have a little more repair but it is not complicated nor expensive.

I tried a putty knife and it didn't do very well, but I didn't think of a chisel.

It helps for the putty knife to have a sharp edge. Sometimes scrubbing it with paint thinner will remove the adhesive but it requires a lot of elbow grease. I agree with tightcoat, scraping and then repairing the wall is usually easier/quicker.
