Best Solution?

Hi. I have recently bought a new house, and it's ceilings are damaged.
They have something like mold all over them, and they are starting to peel off.
The bedrooms are fine, but the living room is a terror!

So, what is the best solution for fixing this?

Should I try to put some wallpapers?
Should I repaint the whole house, or should I get professional help about this?

Your advices are highly appreciated.

First you need to identify exactly what is on the ceiling!

It could be as simple as scraping off what is on the ceiling, priming and then repainting..... or it could mean removing and replacing the ceiling.

Do you know how the ceilings became damaged?
