It is NOT asbestos popcorn, let me say that first. The place is only about 17 years old. It is a condo, all of the floors are poured concrete slab. My ceiling is ugly, I think popcorn is hideous, plus I suspect that there is a decent amount of heat loss rising up into the slab heating my neighbors condo. So I would like to 'fix it'. I am a contractor but this is not my specialty nor have I done this sort of thing before, although I am certain that I have extensively used most every tool that will be required to perform the work involved.

I was thinking that I could nail some two inch metal studs to the ceiling and the sandwich some insulation up there then put the drywall on. Will this work? Any tips or suggestions are always appreciated.

how tall is your ceiling? Usually we nail up hangers and then do a drop system and drywall that. I have, however, seen some pretty cool raw concrete ceilings.
