So here's a funny question about toggle bolts....
...What's the best way of unscrewing them if, due to your toddler son wanting to play with your power drill and your dog trying to electrocute himself by chewing on an extension cord, you accidentally put them on the wrong way, tightened them all the way down on a bracket, then realized they weren't in when you gave a good tug and everything came back out?
Not saying I did this, it was a "friend" of course.

As for the bracket it is very similar to this one, except it has two holes and there is a rivet on one end to mount a child safety gate. Both wings are tightened down on the screws, each of which are about 1 1/2" long. I'd like to try to save the bracket if possible as it goes with the child safety gate, but if need be my "friend" can hacksaw off the toggles if it gets that serious.

If I understand this correctly, you installed wing mollies in the wall backwards and they just pulled back out. Remove the wing from the bolt, turn it around, insert the bracket, install the wing correctly and insert it into the hole. Pull back slightly while you run the screw down to tighten it.
Of course posting pictures of your molly set up would help. Brackets are pretty straight forward.

Here's a picture, apologize for the fuzziness but my cell phone camera is terrible.

As for the toggle bolts themselves, they are Helping Hand brand (all they sold at the PX) and here's a picture of them too.

If conventional methods didn't work, I'd probably try using a large slot screwdriver bit to spread the webs of the toggles outward so they can be removed from the bolt. You should be able to use a 1/4 inch drive ratchet, a short extension and a 1/4 inch hex socket to apply considerable force to the webs of the toggle.
And if that don't work, then I'd go the hack saw route. If you're close to an autobody shop, see if they'll just cut the bolts for you with an angle grinder.

You have no pliers? I am assuming these are not in the wall at this time, but are held together as a bolt-toggle-bracket unit. Put pliers on the wing and turn the screw head ccw.
The pix of the toggle is very generic. Can you take a pix of "YOUR" toggle set up?

I don't understand what the problem is in this post.
1) You remove the wing nut.
2) You put the bolt through the bracket.
3) You thread the wing nut back on the toggle bolt.
4) You fold the wings flat against the bolt.
5) You inset the wings into the wall far enough to expand.
6) You pull back on the bolt till the wings grab the inside surface of the wall.
7) Maintaining pressure against the wings so they don't turn you screw the bolt in.
Three things can go wrong:
A) The wall isn't hollow or filled with insulation so the wing nut can't expand.
B) The bolt is too long and strikes the back of the opposite wall before it is tight. Cut off the bolt or buy a shorter one.
C) Your not maintaining enough pressure to keep the wing nut from turning while tightening the bolt.
Can you explain your problem a bit better using the above as a guideline?
