replumb: approved way to bring main water supply up to attic and into house?

i'm replacing 25y/o leaky copper pipes with PEX. i have 2 questions related to walls and ceilings.

can someone point me to the relevant sections of 2009 IPC or IRC that discuss approved methods of:

(1) bringing a 3/4" PVC water main into the attic, either along the exterior of the house or inside the concrete block wall;

(2) running 1/2" PEX from the central manifold along an interior wall of my garage and through the ceiling.

received a reply on another thread. someone suggested running the exterior 3/4" PVC from the exterior through a 1 or 1-1/2" PVC conduit to bring it into the house. i'll probably do the same for running it through the ceiling. 3" PVC should fit up to 14 runs of 1/2" PEX which has an OD of 0.625". i can comfortably get 8 runs through each 3" conduit, one for my hot bundle and one for the cold bundle then seal off the empty space in the conduit with spray filler foam.
