It looks like the j/c was thinned down and then rolled on, then a brush or sponge was used to pat down the j/c. Doesn't look very uniform so they probably used a sponge. You can experiment with it, thinner j/c = lighter texture, thicker j/c = heavier texture. You can practice on some cardboard. If it isn't right after it's on the ceiling you can scrape it off [wet] and start over. Dry, it can still be scraped/sanded.

That is called "stomp" texure. It is done with a crows foot brush. It has long bristles mounted on a wood frame. You can get one at home depot or lowes or wherever. Make sure you thin you mud down a lot. It looks really thin.
