Wallpapering over existing border
I have a kitchen ceiling border that is not coming off. Can I wallpaper over it with paintable wallpaper?

Generally wallpaper can be installed over wallpaper. I don't know that I'd rely on just prepasted paper - regular wallpaper paste will adhere better and can be used with the prepasted stuff.
