Leveling uneven cement slab ceilings with joint compound

Renovating a bunch of rooms in a 37 yr old commercial building with cement slab ceilings that are no longer level, worse ones are sagged 3/8", I believe they are 4' X 12" cement slabs with an angled edge, when butted up to each other it looks like an upside down V. How do I flatten the ceiling so it looks like a drywall ceiling? Do I mud in the v-groove feathering out the mud a couple feet where needed? Should I tape or would that be useless on cement? Should I instead cement it flat and spray it with popcorn? Please help.

Usually concrete ceilings are textured with popcorn to hide the defects. I've not worked on any concrete ceilings other than to paint them but would assume you could either use mortar [maybe thinset] or a setting compound like Durabond.
