What happened to my bathroom ceiling sheet rock

Has anyone ever seen sheet rock look like this? The picture below is of the painted ceiling over my shower/tub in the bathroom. The room has an exhaust fan in it and this is something I need to repair before getting out of this house. Almost looks like wet condensate that you might see after a shower without the exhaust fan running but in fact, is a dry ceiling in the picture.

Do you have access above the ceiling to see how well the exhaust fan is piped out of the house?
I'd scrape off the bubbles, fill the depressions with joint compound or spackling, sand, prime and repaint.

Long term solution, I'd be looking at what was above the ceiling as well - I had a leak in the upstairs bathroom shower that, while fixed right away, did cause the ceiling in the shower below to have the paint bubble like this.

Short term, Mark steered you right.

Ya, I should have stated more than just inspect the exhaust plumbing
Sometimes I forget what's obvious to me might not be for someone else, I hate to do the same work twice!
