Sound Proofing advise needed

Hi All, I am looking at converting a 10' X 10' T111 bare stud shed on concete to a soundproof diesal generator ( genset runs 70 db max) shed... my plans are as follows.
Insulating studs in walls and ceiling with accoustical mineral wol, then a layer of 2" semi rigid white foam, then a layer of hushboard (its like paper mache) on top of that.
I will have a 12" hole with corner bends for air intake, and a 8" inline fan 600+cfm venting out... I am of course going to exaust that hot muffler properly though the tin roof...
that is my 1st plan, how much noise will this kill on a 70db getset?

second plan..

dry stack block and fill with sand, inside of the shed and make a makeshift roof over block similar to first plan... all without insulating existing shed... what do you think of either idea?? suggestions are apprieated. thanks

I agree with Vic...70dB ain't loud. I drive a Cummins diesel and most of my noise comes from the exhaust. Yeah, sure it rattles like normal, but from the right rear of the truck it is pronouncedly louder. Sooooo, whatcha gonna do with the exhaust noise?

I am trying to kill the rattle as much as possible, and the genset has a critical silencer installed which is about 62db through the exaust, It it is too noisy after installed, i was thinking about build a small chiminey system with baffles ... my nieghbor down the street has a genset just like mine and it wakes the whole nieghborhood up, he keeps his right next to the house outside, I literally say "man i'd hate to live next to him" every time the power gets knocked out here..

You seem to have the walls and ceiling taken care of with the super insulation. Nothing will sound "proof", only reduce sound. Your option of building a chimney with side chambers, acting similar to a rifle silencer has merits, but it would have to be tall enough to take care of business.

USG make a drywall called "sound break". Its 2 layers of 1/4 drywall with a rubber membrane between. Might work better than other stuff you are talking about. But you need to consider most sound will escape through doors, windows or any other openings.
