Question What's causing this? And is it a major issue?

I'm looking at a house and most of the walls have this:

The house has not been occupied for a while.....

Is this a major issue?

It could be mold, which would be serious, and it could be a surface stain from a variety of sources, which would probably not be serious. How does the house smell? Has it been inspected?

Smells ok. But I think it's definitely mold. Though mold is everywhere, how can you tell if it's bad mold or ok mold? You can see the electric plate has some too.

Can this just get painted over with good anti mold paint?

I would worry too, maybe open the wall in a few places and see what you're up against, and test it.

There is no good mold. You say this is on most of the walls in the house? I would walk.

As said...the only good mold is what makes cheese. Even if it's not a health hazard, it can be a maintenance problem as well as a deal killer when it's time to sell later.

If you can get the price dropped by enough to cover a complete ripout, mold remediation, and re-insulate and you have enough cash to cover that expense...might be a good deal.

A lot of houses can develop mold/mildew on the walls if they are left shut up with no HVAC circulation. It is possible that cleaning off the mold, painting and then occupying the house would stop the problem. It would be nice to do a little exploratory surgery or maybe have it evaluated by a mold expert. If you like the house otherwise - this issue does give you some price reduction power

Looks like blood splatter. Maybe a murder house! I'd run!!

Seriously though. It could just be some surface mold from lack of AC running while not occupied. If you're intereted in the house you can alway get someone to look at it.
