Dry wall anchor most suitable for curtain tiebacks?

What type of dry wall anchor is most suitable for curtain tiebacks? I've used the typical, screw-like e-z anchors, but they don't seem to withstand the pressure that they receive. They keep enlarging the holes and become lose after a while.

Are their more suitable types of anchors for tiebacks?

IMO, a toggle bolt has the best hold.
