Question What on earth is going on with my ceiling!?

I have about about three spots in different rooms on the second floor of my house where these blisters or bubbles are randomly appearing on my ceiling. They are about an inch in diameter. The house is about a year old and I am a complete newbie when it comes to home maintenance. Can anyone please help me and tell what could be causing these blisters to form?

Welcome to the forums.

Those are called nail pops. They are caused by shifting framing or nails that aren't holding the sheetrock in place or the nails weren't set deep enough.

The best way to fix it is to locate the beam and put in a sheetrock screw on both sides of the pop. The screws must be inset into the sheetrock. Now tap in the nail that's popping and spackle over all three. When dry sand lightly and paint.

.... also you need to add texture over the repair, otherwise you'll have a slick spot in place of the nail pop. If it's easy to do so you might want to remove the nail after you put in the screws - that way it can never back out again.
