Adding a wall

Can I put up a wall in front of an existing exterior wall with a window. It is a commercial building with stucco and I want to remove the window. I thought it would be easier to insulate the window opening and then frame out a new wall in front of the window, basically like a finished basement.

My questions are:
1. Is there a code issue with doing his?
2. Does the new wall attach to the existing wall or is there a space left between them. I thought a space would be a fire code issue.

Welcome to the forums! If you remove the window, why not just build a wall in the cavity left by the window?? How deep is the opening with the window? Not seeing what you see, it would seem framing inside the window opening, putting up exterior OSB, insulation, electrical, and interior covering (sheetrock, etc.) would be the answer. Post pictures if you can.
