I would like some advice on replacing sheetrock with backerboard and skin the wall with joint compond. I have had a number of leaks on this wall and am tired of
replacing.

You'll still have the leaks, only slower. That's not the way to go about doing it. Find the leaks and stop them, then finish your ceiling sheetrock. But to your question, skimming cbu is not something you want to take on. The finish will be less than spectacular unless you are a great plasterer. And you'll still have the leaks.

Why not figure out where the leak or moisture is coming from and fixing that instead of just trying to cover it up and have it fail again?

I live in a condo with 15 floors above me I don't have any control over the leaks.
I would like to use backerboard because it won't fall apart like sheetrock.

Regular joint compound is water soluble so if the cement board gets wet - you'd still have damage. One work around would be to use a setting compound like Durabond or EasySand.
Assuming the floor above is concrete, I wonder if there would be any benefit to painting the underside with drylok ??
