Reducing outside road noise

I just moved into a home that is ~100ft from a semi traveled road. When cars/trucks pass (at a speed of 45+mph) it is loud in my family room and bedroom. The previous owners put 4 casement windows on the back wall of both rooms, as well as 2 casement windows on opposite walls. I'm not sure if the noise is coming in through all of the windows or the walls or both. Does anyone have suggestions on how to block the noise? I am thinking of removing some windows but not sure if that would even help. I'm at a loss at how to approach and resolve the noise issues and/or who to call to help.

Adding fast growing evergreen trees in a double row along the road.
Replacing the windows with a better grade of window, (yes they make windows designed to lower the DB levels of outside sounds)
Making sure the gaps around the windows and doors where filled with expanding foam.
Making sure there's insulation inside the walls.

Heavy drapes over the windows might make a difference and help you to determine how much noise is coming thru the windows.
