Bathroom is damaged ceiling

My neighbor's bathroom was leaking. I was taking a shower when I looked up at the ceiling and it was wet and It is section of the ceiling is dark spot as well. Will I remove the section of the dry wall or something else?

From the pictures it does not look like it is swollen or dropped, basically cosmetic. If the leak has been fixed you can let the spot thoroughly dry and then paint. For at least the first coat I would use a oil based primer like Kilz to prevent the stain from bleeding through.

Normally this is something handled by either the condo association or the upstairs neighbor's insurance.
Is the drywall still wet? is it solid or mushy? The fix could be as simple as primer and paint or may entail removal of all or a portion of the drywall and installing new.

no the drywall is not wet anymore. 1/4 of the cell are smooth now instead of the texture wall?

Not sure I understand did some of the texture come off? You can thin down some joint compound and dab it on with a sponge to add texture if it's just a small area. You can also get aerosol cans of texture but you'll need to mask off the tile and cover up the floor as it can get kind of messy.

As far as the painting goes you'll need a solvent based primer [oil base or pigmented shellac] to seal the stain, and apply a coat of latex enamel. I'd spot prime and then go ahead and repaint the entire ceiling.
