strapping joists not level

strapping joists not level

How do you make the strapping solid enough to accept nails if the joists above it are not level? For example to keep the ceiling level, one of the joists extends further down than the others so if I screw the strapping into this one fully all the other joists will have a mini gap between strapping and the bottom of the joist.

Place shims between gaps and nail/screw to the joist. It will be solid at that point.
