Can you cut a hole on foundation wall for toilet?

Can you cut a hole on foundation wall for toilet?

We are thinking of adding a bathroom to our laundry room in the garage. However the garage is about 20 inches lower then the house so in order to drain the toilet to the main sewer under the house a hole would need to be cut through the concrete foundation holding the wall or maybe through rim joist (although the rim joist might still be to high)

So is it ok to make a hole about 4-5" on this concrete foundation wall? I don't see any other way of properly draining the toilet unless we elevate higher then the main house

Our house has a crawl space so the foundation wall I'm talking about is a wall about 1 foot wide and 3-4 feet high

Would a rear drain toilet avoid the cut, in the foundation?
