How to replace drop ceiling with drywall?

I was hoping to be able to raise the ceiling a bit but due to plumbing and air ducts, it appears not. That said, after I remove the light, duct vent, drop ceiling panels and metal frame, I assume my next steps are to:

1) Plan out lights & electrical.
2) Make a new wood frame for the new drywall ceiling like this guy, who sounds like he's using 2x3s...What would you use?

I doubt a 2x3 would be stiff enough to span much distance. If the framing members aren't stout enough the ceiling will sag. A lot depends on how wide the span is and if you can secure it to the existing ceiling structure.

I'm a painter so let the carpenters have the last say but I think a 2x4 would work ok if you can secure it to the ceiling about mid way otherwise you'd probably need a 2x6.

Check out a " drywall suspended ceiling system". Similar to a standard suspended ceiling in concept yet different enough that you can't really use the same parts.
