insulation batts, top or bottom of joist?

When putting insulation batts into ceiling joists, does it matter whether they are at the top of the joist or at the bottom?
batts are about 3" wide but the joist is wider.

What's above the ceiling? You don't want to be creating a gap between layers of insulation but if the floor above is heated space, an air gap above the insulation in the ceiling leaves the floor above a little warmer.

Over 3' wide joist!
Need more info, pictures would sure clear things up.
Should be using blown in not batts.
Also should be a vapor barrier.

Insulation and kraft facing go to the warm side, so that would be the very bottom of the joist cavity. What good is 3" thick R-11 insulation going to do in a ceiling, anyway? Is this for sound deadening? A ceiling below an attic in your area should probably have R-50 or more if you are doing it for resistance to heat loss.

Then it doesn't really matter.

Mineral wool (Roxul) will likely give you better results in this regard than fiberglass.
