What is my wall made of??

I am removing wallpaper in a 1907 craftsman home in Oregon. I have gotten the wallpaper and backing off in a couple spots and I can't tell what the wall is made of under the paper. It has a sort of green dust/ finish on it and is very rough and feels sort of like concrete. I think it might be cement board, but want to be sure before I try to pain it.

It could be plaster just without the usual smooth top coat your accustomed to seeing.

I agree, the brown coat or plaster base coat does somewhat resemble cement.

Yes, you can prime/paint directly over the brown coat although you'd have a nicer looking wall if you applied a thin coat of finish plaster or even a skim coat of joint compound over the brown coat first.

You'll be removing all the wallpaper first, right?
