Contact your local Building Inspector for specific codes in your locale, and for permit and inspections as you proceed. Go to the library for "how-to" books.
You're in the right forum area here (Build).
Stay tuned.
Ask specific questions in various forums. Try to accurately describe exactly what you're working on, and what problem you have.
Jack the Contractor, More Than A Carpenter, lefty, or any of the other pros here will help you sooner or later.
