Deep Crack Dining Room Wall

First post...

After losing my outside downspout in a storm and my neighbors (rowhouse) roof leak. I have encountered some damage with water leaking through. Their roof has been repaired and my roof is in top shape...I have reinstalled my downspout and had brick pointing done outside. So what's left is my wall damage. There is no longer any water coming through but now I need some advice on how to get this wall sealed up "permanently". I did purchase joint compound and a crack sealant.

I am a novice at DIY jobs...just looking for some advice and/or estimate of possible costs.

Is that wire lathe? Stucco over that then plaster over that...Plaster weld to help plaster bond to stucco.

Using products designed for drywall I'd scrape off any loose, coat those areas with Zinnser's Gardz and then apply a coat or two of a setting compound like Durabond - regular joint compound will also work although it takes longer to dry and won't dry as hard.
