interior stucco-like walls

I just bought a house and all the interior walls are sort of unfinished and stucco looking. I'd prefer smooth walls but re-drywalling is not an option. Is it possible to sand these walls smooth with a belt sander and still make it look good? If so, what grain paper should i start and finish with?

My husband and I just bought a house like that also. The stucco is/was on cement blocks because it's a basement. He used a chisel tool from his air compressor. It worked really well.
