Please tell me what these are on my wall and how to fix them

I have these wrinkles all over my walls in two of my rooms any insight on what they are?

Are paint blisters hard? Because they’re hard to the touch

How old is your house?
Are the walls plaster or sheetrock?

Built in the 50s so pretty old

I added an enhanced picture. It looks like sheetrock when the paper gets wet.
It almost looks like wallpaper on the walls.

Yep, thats what I was going to say. Someone painted over wallpaper.

I don’t believe there was ever any wallpaper on the walls.

It looks to me like something was drug across the wall scraping it up a little and then it got painted over. Looks like that may have happened long ago and has been painted over multiple times. Or are these raised spots? if so, can you press them down or pop them? Either way filling in the depression or scraping off high spots and then adding a little joint compound or spackling is the fix.

Could possibly be remnants of adhesive from some type of paneling that was removed prior to painting.
