Rusted lally column

We purchased this house 4 years back. The only accessible lally was painted.

Now I am seeing several rust spots and some other areas under paint that have swelled (rust under that).

Should I be concerned or just clean the rust and repaint ?

I'd definitely scrape/sand the rust and apply a rust inhibitive primer. As long as it's just surface rust you're fine. Hard to say if there is anything to worry about without being able to see it. How old is the house? does the basement stay dry?

Being only 4 years old you have no issues, probably somebody just slapped some latex paint on which isnt providing protection.

As Marksr noted cleaning and using a rust primer is key, did mine 11 years ago when we moved in and they still look great!
